In a rural neighborhood, self-proclaimed Mayor Salim reigns with an iron fist, claiming allegiance to a mysterious organization. Life under him is a bizarre blend of oppressive rules, like prohibiting residents from wearing shoes all in the name of maintaining the neighborhood as a peculiar tourist hotspot.
